Application Submission & Technical Review
This is the initiation stage where the prospective client provides initial data regarding the object they wish to certify. This process aims to enable TNVID to accurately understand the characteristics, complexity, and scope of the application.
1. Submission of Initial Information
The applicant completes the certification application form according to service requirements:
a. Management System: Provides details of the company's scope, number of locations, total personnel, and the targeted ISO standard.
b. Personnel: Provides basic requirements, portfolio, and desired competency scheme.
c. Product: Provides product specifications, technical data, production process documents, and product reference standards.
2. Application Review
The TNVID technical team reviews the data to ensure the feasibility of the process:
a. Management System: IAF Sector Classification and NACE Code to determine the allocation of audit days.
b. Personnel: Verifies the adequacy of basic registration requirements.
c. Product: Evaluates the suitability of the applicable product certification scheme.
3. Proposal Issuance: TNVID sends a transparent proposal with costs and a certification cooperation contract.
Initial Assessment (Stage 1)
This stage is a documentation adequacy audit and readiness review. The goal is to ensure that the basic foundations (system, document, or administrative requirements) have been met before moving on to more in-depth primary testing.
a. Management System (Stage 1 Audit): Verifies the adequacy of documentation (Manuals, Policies, Procedures, Internal Audit Reports, and Management Reviews) against standard requirements.
b. Personnel (Pre-Assessment): Verifies the completeness of portfolio documents and compliance with administrative requirements for exam participants.
c. Product (Technical Document Review): Evaluates product design documents, production flow, and the manufacturer's quality system.
Main Assessment (Stage 2)
This is the core stage of testing where TNVID evaluators or auditors conduct direct (or remote verification as per regulations) to ensure that the actual implementation in the field is truly in accordance with the intended international standards.
a. Management System (Stage 2 Audit): A field audit to assess the effectiveness of management system implementation, operational consistency, and personnel competency at the worksite.
b. Personnel (Certification Exam): Competency assessments are conducted through written exams, oral exams/interviews, and/or practical tests/demonstrations in accordance with the certification scheme.
c. Products (Factory Testing & Audit): Product sampling for testing in a competent laboratory, as well as an audit of the production process at the factory to ensure consistent product quality.
Findings: If non-conformities or incompetence are found, the applicant is given a formal deadline to submit corrective actions or implement the improvement process.
Certification Decision & Certificate Issuance
The determination stage where all evaluation results are objectively reviewed. According to ISO/IEC 17021-1, 17024, and 17065 standards, certification decisions must not be made by the person conducting the on-site audit/test to maintain impartiality.
a. Independent Review: All evaluation reports (system audits, personnel exams, or product testing results) and evidence of improvement are independently reviewed by the TNVID Certification Committee, which is separate from the field evaluator/auditor team, to ensure impartiality.
b. Issuance: Once all standard compliance criteria are met, TNVID will issue an official certificate. Each certificate is equipped with a QR Code system for instant validation.
Validity Period: Management System and Product Certificates are generally valid for three years, while Personnel Certificates are valid for the period specified in their respective competency schemes.
Surveillance
Certification is not a final result, but rather a long-term commitment. This monitoring phase is conducted periodically throughout the certificate's validity period to ensure that achieved standards are consistently maintained and performance does not decline.
a. Management System: Annual surveillance audits (Surveillance 1 within a maximum of 12 months of the certification decision, and Surveillance 2 in the second year).
b. Personnel: Periodic monitoring of the performance of certified personnel through work activity reports, logbooks, or industry confirmation.
c. Products: Routine surveillance in the form of periodic factory audits and/or retesting of product samples taken from the market or production line.
Recertification
As the certificate validity cycle approaches its end (generally approaching the third year), the re-certification process is carried out to evaluate the performance of the organization, personnel, or product on a macro scale for a full cycle, while also extending the certificate validity period to the next cycle.
